I will make my suggestion open to the public. I have a few potential guidelines in my head (of which I will divulge right now). Feel free to make feedbacks, suggestions, etc.

MEMBERSHIP:

1. Is there an age requirement for members (I am referring to the younger end of the population)? Obviously we have topics now (or in the future) that are not suitable for very young people, so we have to set the age limit as early as now.

2. Guidelines for the avatar images must be laid down (Images containing violence, nudity, sex, or anything that falls into this realm shouldn't be allowed)

MarikinaValley.com RULES AND REGULATIONS:

Aside from the ones already mentioned by Elbert, I would like to suggest the following entries:


1. Terms of Use. Upon registering, new members of MarikinaValley.com are presented with the Terms of Use that they should agree to conform with.

2. Freedom of Speech. All members are entitled to express their personal thoughts on any topic at the Forums. However, the content of a member's statement must be within the bounds of the Rules and Regulations of MarikinaValley.com and must be in relation to the topic or in response to another member's post(s) in the same thread.

3. Adherence to MarikinaValley.com Rules and Regulations and Terms of Use. All members are subject to the Rules, Regulations and Terms of Use of MarikinaValley.com, as well as the additional reminders in the Forums created by the respective moderators. The Administrator and Moderators have the power to warn users who go against the Site Rules and Regulations. Members who repeatedly go beyond the threshold of tolerance, and show no adherence to the MarikinaValley.com Rules and Regulations will be permanently banned from the website.

4. Please post in the correct forum. If you do not post in the correct forum, your post will either be moved to the correct forum or deleted. The Administrator and Moderators have the authority to move or delete a post without prior notice to the violator(s).

5. Spamming (ex. Duplicate or Nonsense posts) in any form is not allowed. Posts considered as spam and nonsense phrases such as ("hehe", "padaan lang", "ano ba iyan?", "hmpf", "oo nga", "tama", "charing" and the like) will be deleted without prior notice. If the urge to make spam posts is too much to handle, please use the Level Up! ("Chikahan" Area), where spamming is allowed.

6. Personal attacks to other members are strictly prohibited. Any personal attack on another member is not allowed. Threats, profanity, derogatory / racist remarks toward another member, or any form of harrassment is not allowed. Doing so will permanently ban the offender(s) from the site.

7. Obscene content is not allowed. MarikinaValley.com is a wholesome website and content that features nudity, sex, violence, or hatred, is strictly prohibited. No predatory actions toward other members, such as sending sexual messages to minors and the like.

8. Respect for all members is required at all times. Be civil, considerate and sensitive. Arguments are allowed through intellectual or serious discussions. Otherwise, offender(s) will be banned permanently from the site.

9. Copyright. Posting copyrighted work(s) of another and claiming them as one's own is strictly prohibited. If you wish to use such, please identify the source or the owner of the said material(s)

10. Posting false, illegal, and inappropriate information. False, misleading information, or any thereof that promotes illegal, abusive, threatening, obscene, defamatory or libelous, is strictly prohibited.

11. Posting ettiquette. ALL CAPS, sTiCKy CaPS, BIG fonts and STRIKING or TOO MANY COLORS on characters are strictly prohibited. Text speaks are highly discouraged at the Forums.

12. The use of smileys. Posts can have a maximum of 5 smileys only per post.

13. Funnel Quoting. Too much quoting in a post is also prohibited, up to 3 quotes are allowed per post. You can address that user with an @ sign. ex. @Username - <your message>.

14. Image Posting. Excessively large images are not allowed, they slow down our website. Quoting of images is also prohibited, it greatly affects the loading of the webpages.

15. Classifieds. If you are selling something or want to promote any service that you provide, please post this on classifieds forum only (unless supported by MarikinaValley.com). Promotion on signatures or avatars is allowed.

NOTE: This is only a draft. Huwag muna nating ikasa ito sa MarikinaValley.com. I request that everything must be refereed and agreed upon by majority of the members. If approved, I will re-create another based on the general consensus. Gagawa ako ng original R&R.

I believe it is clear to everyone that text speak is highly discouraged at MarikinaValley.com. Wala pa naman tayong nakikitang nagte-text speak. It is a good sign.
